How is Top 3 Better Than Ranked Choice with Instant Runoff?
Under Top 3, every preference each voter gives matters. The head-to-head comparisons are on the ballot and there are no behind-the-scenes vote transfers during subsequent rounds.
Does Top 3 help third-party or independent candidates?
Top 3 gives voters more room to consider candidates outside the usual binary choice. It does not guarantee any party or type of candidate will win. It simply gives voters a fuller choice and asks which finalist has the strongest head-to-head support.
Do I have to express a preference in every head-to-head matchup?
